The Minnesota Dream Act provides in-state tuition rates and private scholarship aid at public institutions for Minnesota high school graduates meeting certain criteria; eligible students may also be considered for state financial aid.

Promise Programs
Promise Programs make an exceptional education possible. Eligible Minnesota resident undergraduate students who enroll at the University of Minnesota will be guaranteed funds to support their collegiate aspirations.
Just submit your Free Application for Federal Student Aid (FAFSA) and the University will review your eligibility for each program and offer the program that best supports your needs.
A separate application is necessary for the Native American Promise Tuition Program and the American Indian Scholars Program.
The University of Minnesota Promise Scholarship (U Promise) is a guaranteed scholarship commitment to Minnesota undergraduate students whose families meet certain income requirements. The scholarships are available to first-year (freshmen) and transfer Minnesota residents enrolling full time at any University of Minnesota campus.
Promise Plus Free Tuition Program
The Promise Plus Free Tuition Program (Promise Plus) provides funds in addition to federal, state, and University grants/scholarships needed to cover the full cost of tuition for students whose families meet certain income requirements. The program is available to eligible first-year Minnesota residents enrolling full time at any University of Minnesota campus (Crookston, Duluth, Morris, Rochester and Twin Cities).
The North Star Promise Program is a tuition and fee-free pathway for eligible Minnesota residents as a "last-dollar" program by covering the balance of tuition and eligible fees remaining after other scholarships, grants, stipends and tuition waivers have been applied.
Native American Promise Tuition Program
This program provides 100% free tuition to qualifying first-year undergraduate students and transfer students from Tribal colleges who are enrolled citizens in one of Minnesota’s 11 federally recognized Tribal Nations.
American Indian Scholars Program
The American Indian Scholars Program provides a first-dollar tuition and fee-free pathway for Minnesotans eligible for resident tuition who are enrolled members or citizens of any federally recognized tribe or Canadian First Nation. Students not eligible for resident tuition who are enrolled members or citizens of a Minnesota Tribal Nation are also eligible for the program.
